The Public Works Department Engineering Services Division is recruiting for various roles, one Associate Engineer and three Engineer positions.
The positions will report to our Capital Improvement Program (CIP) and Private Development groups as described below:
Street & Sidewalks (CIP) group is recruiting for an Engineer and Associate Engineer position. This is a great opportunity to work on a wide-variety of Streets & Sidewalk maintenance, Transportation and other Special Projects within the Public Works Engineering Services Division.
Structures & Grounds (CIP) group is recruiting for an Engineer position to work on various building and facility projects including sustainability special projects.
Private Development group is recruiting for an Engineer position to perform overall project management on a wide variety of private development projects and issue Public Works permits.
Capital Improvement Program: these positions prepares, reviews, and interprets engineering designs, data, specifications, estimates and reports; administers professional services and construction contracts, prepares monthly progress payments and contract change orders; and coordinates inspections and project closeout. As well, the Engineer/Associate Engineer manages the work of consultants and interacts with the public to provide information about specific programs and projects and to obtain the public's input. The Engineer/Associate Engineer may also provide direction to other engineering and technical personnel. Work may also include writing staff reports, preparing presentations, writing requests for proposals, reviewing proposals for professional services, assisting with consultant selection, managing construction contracts, filing project documentation and as-built records, coordinating public outreach, meeting with internal and external stakeholders, and presenting project information to the community, committees, City boards and commissions.
Private Development: This position performs overall project management of a wide variety of private development projects, reviews, approves, and issues all permits issued by the Public Works Department, meets with developers and contractors to coordinate construction activities, addresses resident' concerns, provides written comments and conditions for development projects based on City codes and policies, reviews development plans and engineering calculations with respect to FEMA, C.3, and other regulations, performs field inspections, attends and manages construction and pre-construction meetings, and works in a fast-paced collaborative, team-oriented office environment. The ideal candidate is expected to perform these duties with minimal supervisor and under the direction a Senior Engineer.

Depending on candidates' qualifications, positions may be filled at either the Assistant Engineer ($52.42-$64.36) , Associate Engineer ($57.86-$71.04) or Engineer ($65.18-$80.02) level.

These positions report to each group's respective Senior Engineer and is located at City Hall and Development Center.

CIP:
- Experience in working on capital improvement projects design and construction; and
- Ability to prepare engineering drawings, specifications, and estimates and experience with AutoCad design software;
- Leadership in Energy and Environmental Design (LEED) certified (e.g. LEED AP Certification in Building Design and Construction);
- Knowledge of building mechanical systems, lighting systems, and green building principles; and
- Knowledge of building structural systems, foundations and seismic principles.
Private Development:
- Experience in reviewing development and building plans and other documents such as deeds, easements, maintenance agreements, parcel maps, final maps, certificates of compliance, lot line adjustments, and all permits issued by the department;
- Thorough and detailed knowledge of current storm water treatment regulations (C.3);
- Knowledge of the Subdivision Map Act;
- Knowledge of FEMA flood zone regulation with respect to development and redevelopment projects
Essential Duties - CIP and Private Development:
- Essential and other important responsibilities and duties may include, but are not limited to, the following:
- Performs design work including researching data, conducting feasibility studies and determining design criteria in accordance with required standards and codes for assigned projects.
- In conjunction with City Staff, develops and explores new concepts and ideas related to meeting sustainability goals, new green building, environmental, and civil engineering standards and requirements.
- Responsible for contract administration, including reviewing bid packages, preparing contracts and preparing city manager's reports and presentations.
- Utilizes computer in administering construction contracts, prepares monthly progress payments, contract change orders, provides interpretation of project plans and specifications, provides construction management, and coordinates inspections and final job closeout.
- Determines scope of work, prepares request for proposals, evaluates proposals, and participates in the selection of consultants for projects; assists in negotiating contracts; administrates procurement of contract agreements; administers contracts during the course of the work to ensure compliance with proposed design, material specifications, budget, contract, and schedules; review consultants' submitted work products and recommends adjustments as appropriate.
- Implements capital projects and other improvements, working with contractors, consultants, other city departments, and state agencies.
- Prepares project documents including project justifications, budget analyses, calculations, plans, specifications, cost estimates and schedules for assigned projects.
- Provides guidance and work supervision for other engineering and technical personnel as required by projects.
- Receives, reviews, and prepares comments and conditions of approvals for all varieties of development and redevelopment projects including capital improvement projects;
- Performs detailed reviews of engineering calculations associated with development and redevelopment projects;
- Responsible for ensuring projects' compliance with City codes and policies, C.3 regulations, FEMA regulations, the Subdivision Map Act, and other regulations as required;
- Receives, reviews, revises, and issues all Public Works permits. These permits include but are not limited to: street work permits, encroachment permits, excavation and grading permits, and dewatering permits;
- Process Certificates of Compliance, lot line adjustments, lot mergers, parcel maps, final maps, and other entitlement documents;
- Works closely with other staff from various departments in a collaborative, teamwork fashion to solve and resolve issues such as but not limited to: project design issues, residents' issues, code enforcement and violation issues, construction logistics, legal issues and maintenance responsibilities, plan revisions, field decisions; and
- Performs field inspections prior, during, and post project entitlement and construction phases.

Minimum Qualifications
Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills and abilities, which would typically be acquired through:
Assistant Engineer:
- Bachelor of Science degree in civil, mechanical, or traffic engineering or other approved engineering curriculum depending upon area of assignment.
Associate Engineer:
- Bachelor of Science degree in civil, mechanical, or other approved engineering curriculum depending upon assigned area. And,
- Equivalent to two years increasingly responsible engineering experience. (Note: PE Certificate or Master's Degree in Engineering may be considered in lieu of one year's experience.)
Engineer:
- Bachelor of Science degree in civil, mechanical, or other approved engineering curriculum depending upon assigned area. And,
- Equivalent to four years increasingly responsible engineering experience.
- Note: PE Certificate or Master's Degree in Engineering may be considered in lieu of one year of experience.
Special Requirement:
- Registration as a professional engineer in the State of California required to attain top step (Step 5) in Engineer classification.
All positions require possession of a valid California Driver's License.
