The Position

The Portland Water Bureau is seeking a qualified Electrical Engineer to join their team.

The Portland Water Bureau (PWB) serves more than 950,000 retail and wholesale customers, almost a quarter of Oregon's population. PWB values a diverse workforce and seeks ways to promote equity and inclusion within the organization and with the public.

The Water Bureau is hiring an Electrical Engineer in the Design Section of the Engineering Services Group (ESG). The ESG is responsible for planning, designing and constructing the bureau's capital improvement, developer and interagency projects using in-house and a variety of contracting methods. The position will perform advanced professional project management and specialized electrical engineering for the ESG, and will be responsible for advancing assigned projects, providing technical support to staff, including consultants and contractors necessary to achieve project goals and objectives.

The position also serves as a subject matter expert on design and construction of electrical systems associated with PWB infrastructure projects. A professional electrical engineering license is required for this position. In addition, this position supports a wide range of stakeholders within the PWB.

The following are highly desirable knowledges, skills and abilities for this position:

  • A minimum of five (5) years of progressively responsible experience in professional electrical engineering is preferred.
  • Strength in communication and relationship building.
  • Experience in Power Systems Engineering planning and design.
  • Experience with Instrumentation and Controls systems, and Motor Controls, including Variable Frequency Drives and Reduced Voltage Soft Starters.
  • Experience with Controls Communications Protocols, including Modbus and Ethernet Communication.
  • Experience with and ability to understand and prepare Electrical One-line Diagrams, Electrical Schematics, Process & Instrumentation Diagrams, and Electrical Safety design issues.
  • Experience with Medium Voltage equipment, "SKM" Power Tools software, and Divisions 26 and 40 Specifications.
  • Experience with Radio and Fiber Optic Communications and with Chemical Analysis Instrumentation.

To Qualify

Applicants must specifically address and demonstrate in their resume and cover letter how their education, training and/or experience, meets each of the following minimum qualifications:

1. Knowledge and experience applying electrical engineering theory, principles, practices, materials, costs, construction techniques, current trends, regulations, standards, and equipment applicable to electrical system design.

2. Knowledge of the principles of budget, personnel, cost control, and administrative practices and policies, including developing, monitoring, managing, and reporting on budgets.

3. Experience planning, managing, and coordinating the work of field, professional, technical staff, and design consultants in the design of multiple engineering projects, including electrical, within a program budget.

4. Ability and experience performing difficult technical research, analyzing complex electrical engineering and mathematical problems, evaluating alternatives, recommending or adopting effective courses of action, and communicating in both written and oral format, scientific and technical matters to peers and non-technical individuals, including policymakers and the public.

5. Experience in engineering planning, design, contract administration, and project management principles and techniques. 6. Experience creating and promoting an equitable workplace that demonstrates an environment respectful of living and working in a multicultural society.

Applicants must also possess:

  • A valid state driver's license with an acceptable driving record.
  • A license to practice as a registered Professional Electrical Engineer.
  • An Oregon Professional Electrical Engineer license within six months after appointment
