The Position

The Bureau of Environmental Services (BES), the Portland Water Bureau (PWB), the Portland Bureau of Transportation (PBOT) andPortland Parks and Recreation seek Civil Engineers to perform a variety of engineering and contract management services.

The Bureau of Environmental Services (BES) is seeking Civil Engineers.

The first position is responsible for investigating and mitigating maintenance-related problems and managing[C1] urgent capital improvement projects related to the sewer collection system. The incumbent is the primary point of contact for engineering-related maintenance issues and coordination with counterparts atPortland Bureau of Transportation - Maintenance OperationsEnvironmental Systems Division(PBOT-MO ESD).

This position is also responsible for providing written responses to Risk Management related to sewer-related risk claims in the district. This position requires adaptability and ability to prioritize changing work requirements and deadlines due to storm response or other emergencies.

The incumbent must be a technical expert possessing a thorough understanding of wastewater collection system operations and maintenance, sewer pipe and manhole condition assessment, and also the specifics of district collection system operations and maintenance requirements. As a technical expert, the incumbent must also have a working knowledge of: the materials, equipment, techniques, and standards for maintaining and constructing sewer pipes and appurtenances; theory and application of trenchless pipeline and manhole rehabilitation methods; application of the Bureau's asset management principles, City code and policies and procedures, and be proficient in the use of Infor, ArcGIS, eBuilder/Heron, SAP, and Microsoft Office.

This position also serves as an outreach and customer service agent to the public for the intake, investigation, and mitigation of sewer-related problems. The incumbent must have skills in delivering oral and written communication that is accurate, concise, and courteous. Finally, this position requires partnership with counterparts at PBOT-MO, other professionals in and outside the city, and local contractors. The incumbent must have skills building and maintaining strong working relationships with these individuals.

Additional positions will directly manage complex engineering design projects and provide engineering and technical analysis for improvements to the bureau's treatment plant and pump station assets. These positions serve as lead contributors to efficient project delivery methods and help ensure consistent application of standard methodologies and approaches to the work. The positions may oversee the work of technicians and will oversee and coordinate the work of consultants. Incumbents will be responsible for the planning, project management, and design and implementation of systems improvement projects for wastewater and pump station facilities. This includes designing and reviewing engineering plans and drawings, serving as project engineer/project manager and establishing design criteria, schedules and budgets. The positions will also provide engineering support to the Wastewater Group operations and maintenance staff.

The positions coordinate project tasks with other project staff, including project managers, construction managers, inspectors, supervisors and CAD design staff on a daily basis; coordinate project needs with the BES Wastewater Group Operations and Maintenance staff and Project Management Office on a daily, weekly and monthly basis; coordinate project with stakeholders (public and other organizations) infrequently.

The Portland Bureau of Transportation (PBOT)is seeking a Civil Engineer.

The Civil Design and Construction Management Division (CDCM) of PBOT seeks Civil Engineers to perform construction management for the bulk of PBOT's capital improvement program and perform engineering designs for a variety of multi-modal projects including development of complete arterial and residential streets, traffic safety improvements, and pedestrian and bicycle enhancements. Civil Engineers coordinate and lead the technical aspects of projects; provide designs using electronic delivery methods (including plans, schedules, specifications, estimates and digital terrain modelling); and perform construction management for complex work related to City and Federally-funded capital improvement projects.Strong communication skills and ability to prioritize work within a dynamic work environment are essential.

The position requires the exercise of independent judgment and initiative in scheduling, assigning and coordinating the work with other units and external consulting engineers or contractors.

Work Location
Currently, many positions with the City of Portland are being performed remotely due to COVID-19. Some employees are working from home full-time, while other roles cannot be filled in a remote status (firefighter, vehicle mechanic, street maintenance, etc.). In the future, current positions classified as "full-time remote" could: 1) remain full-time remote, 2) become a remote/onsite mix, 3) revert to full-time at a city work location. To Qualify

Applicants must specifically address and demonstrate in their supplemental question responses and resume how their education, training and/or experience, meets each of the following minimum qualifications:

  1. Knowledge of theory, principles and practices of civil engineering design and project management.
  2. Knowledge of principles and practices of contract administration and project management and evaluation.
  3. Knowledge of legal guidelines for public work engineering and experience reviewing, preparing or directing the preparation of complex plans, specifications and legal contracts.
  4. Experience in planning and managing difficult engineering-related projects.
  5. Experience in performing difficult technical research and analyzing complex engineering and mathematical problems, evaluating alternatives and recommending or adopting effective courses of action.

Applicants must also possess:

  • A Certificate of registration as a Professional Engineer by the time of hire.

Some assignments may require a valid state's driver's license and acceptable driving record at the time of appointment
